nigga that's like saying the legion and ncr are incompetent whenever they can't kill the courier.
joshua graham is a legend for a reason, he has a DT of 50 and endurance of 10, as well as one of the most powerful weapons in the game.
losing against that is expected.

One of the main reasons that the NCR isn't just steamrolling through the Mojave is because (((Brahmin Barons))) are diverting most of the forces towards internal security and their gay companies/ranches. So what gets sent in the Mojave is a bunch of low-life low IQ meat grinder spam troops with negative 5 training and with barely functional firearms. The NCR only acts mighty in its number while the Legion is more adept at specialized attacks (but would never have a chance against a 1:1 battle). The Courier is legendary and as such he can stand up to both of these enormous groups with just a few scratches

no he doesnt. it's made very clear in the game that when caesar dies lanius will take over the legion. i dont need to explain why lanius would be an absolutely horrible leader

i went over most of caesar's dialogue again just to make sure i wasnt fucking anything up, and the closest thing i found to this was him saying that he'd use the power obtained from the ncr to protect himself and his citizens (exactly what my original point was)

this is more indicative of the legion than anything else, since legionaries, at least in my eyes are: athletic, loyal, strong, versatile, and well-trained, but have absolutely fucking terrible equipment.
and it extends to more than just their firearms, their armor is terrible, and they apparently don't even use stimpaks, probably because they're rare.

not sure EXACTLY what this means, but this is debatable.
usually legionaries lose in one on one fights against ncr soldiers, which has to do with the equipment issue i mentioned earlier.
i'm not sure why legionaries have such terrible equipment albeit, maybe it's because they're basically "civilized" tribals.

i gushed about joshua graham's character stats because they're accurate to how he's written, he's literally a legend and his stats reflect that.
you can use common sense to denote that maybe some stats aren't as accurate as others though, such as caesar having an intelligence of 4 despite the fact that literally nobody with a below average intelligence would ever speak the way he does.
me talking about character stats wasn't vital to any of the points i made anyway, it could be taken out and my argument wouldn't change in strength.
