So what gets sent in the Mojave is a bunch of low-life low IQ meat grinder spam troops with negative 5 training and with barely functional firearms. The NCR only acts mighty in its number while the Legion is more adept at specialized attacks (but would never have a chance against a 1:1 battle). The Courier is legendary and as such he can stand up to both of these enormous groups with just a few scratches
