Good example is Roman Judaea, which was only 10-20% Israelite, but civically up to 95% of population was "Judaic" according to the customs, culture and religion. Jesus debated their (non-Israelites') right to be called Israelites, Judaeans even, and also worship the same God (YAH, however the religion of the Pharisees and Sadducees was rather a mixed form of syncretism). If you're trying to appeal to "nativeness", it must be according to blood, not soil. If otherwise, it'll be cringe, as it is now.
