They both have light blue eyes, not brown. The only canon instance of Kiki speaking is in the background of deel 3, and she speaks dutch there. Spy is a mercenary that works as a double agent. His profession does not explain in any way why he'd conceive Kiki in the early 2000s, in his 80s. Scout can't be Kiki's brother because Spy only had relations with Scout's mom the one time to make him (by accident). While spy would still be able to produce offspring in his 80s, Scout's mom could not. If she was Kiki's mom, Scout would've been Kiki's half-brother. Not that it matters, because Spy is french and lives in America. Kiki is dutch and lives in the Netherlands. Scout's mom is an american living in America. There's no Venn diagram putting Kiki anywhere near these 3 characters. There are hundreds of thousands of people that have these few characteristics you used in your theory (black hair and "brown" (blue) eyes, "french vibes"), that you could use the same logic to erroneously connect any two such characters.
