"Hellene" and "Judean" are demonyms, not ethnonyms. It is the same as "There is neither English nor German", because both physical Israelites ("the circumcised") and White Gentiles ("the uncircumcised") were of the same race and origin. And if you read the whole chapter, you can notice that Paul talks about Galatians being of Abraham's seed and heirs of the promise (verse 29), and that they are the same group of people from Romans 9 which were "the chosen vessels of mercy" who was predestined to have, basically, a racial savior in the person of Jesus Christ (verse 1). The "nations", that Christ was to justify and save, and which Paul mentions in this very chapter, have an article, i.e. these are not all nations that exist, but only a certain group of nations. Guess what group of nations that is.
