the argument for Rod: he’s stated that he wants to pin down a breed a trap. Gussy tries to have a “cutesy and innocent” personality, which would probably make him more submissive (i know Rod frequently tries to act cutesy too, but he’s an open degenerate when he acts that way, which is why the “innocent” label doesn’t apply to him).
the argument for Gussy: Gussy hasn’t shown interest in gay material, and if a straight guy HAD to have gay sex, he’d most likely choose to top. Gussy is over 13 years older than Rod, which makes him more likely to be dominant. Rod is a lot more degenerate than Gussy (not only does Rod like loli and shota, he’s also into urine, incest, and bestiality) and the more sexually degenerate someone is, the more likely they’ll be willing to take it up the ass.
overall, with these factors in mind, i think Gussy would top.
