So she since we see a "static" image of the scenes I am assuming she has a RPM of 1800 (since the human eyes is capped at 60Hz to see the two legs this means that she needs to make two entire rotations in a second, 1800 per minute)
To win the force of gravity you simply need another force which counteracts the 9.81m/s², so I am assuming a 10 rad/s^2 angular acceleration, which would be enough to make the skirt stand upright, we apply the angular velocity formula to obtain a value of ~188 rad/s, now we only need to obtain the linear velocity which is

The r is the length of the leg which is circa 46% of Mymy's height so 72 cm, thus giving us a final velocity of ~135m/s 
TLDR: Mymy is superhuman and made out of elastic titanium
