The problem with most natalistic policies is that they are retarded incomplete and dysgenic, it essentially only rewards gypsies and idiots on the basis that it's still too little to do anything and still not the same as your average job your average foid has now, even if the rewards are high due to our current (((culture))) it will only be marginal. The real answer is a combination (not openly) discouraging feminism and creating a ton of (expensive) maternity policies for children (ie job security, maternity leave, kindergartens and childcare) and making it neccesary for many things (mostly getting gibs, or in like the GDR in which having a kid was a prerequisite for having an apartment)
Really the rewards and ease of acess are one thing but the culture part is the most important. Most states today are too weak or low iq to ever implement such things so it's basically impossible to enforce the neccesary policies for higher TFR. I think that you also need to balance and discourage dysgenics. 100 minimum IQ for sperm banks + having a child being a prerequisite for having a degree + legalized abortion and mandatory for babies afflicted with disabilities and will be a carry to the overall state.
The GDR had something like this until they catastrophically collapsed in the 80s which was at it's peak 2.0 from 1.50 in the 70s 
it's definetly important considering how east germany is today since they have a larger youth + more birthrates + less immigrants
