Non-people are usually sub-groups of already established cultures which split off due to political games and now end up with a completely different country than their own and keep going by inertia. Something like Belgium to the Netherlands or in this case India and Bangladesh. If India invaded Bangladesh no one would bat an eye because the same bugmen can be found in the two countries
